Thanks for the welcome Beerwiser. Thanks also for the suggestion and the link. I have never noticed or considered these before. It might work. I will look at some sets when I'm in Wagga (pronounced Wogga) next
For the brass coloured bit, (which is steel),
The hole is 11mm ID, 15mm deep. Overall diameter is 27mm. The groove is 4mm wide and square. I can't measure the groove depth but it appears to be about 4mm also.
I could try tapping the 11mm hole to 12mm and screw a bolt in. I still may need to have a 5mm diameter pin at the bottom. I don't know. If I could locate the dimensions of the Cummins pin previously mentioned it would give a clue.

Thanks for those dimensions, I been trying to figure out why some kind of smaller jaw type puller couldn't be used. Fill the bore with flat washers and then use a nut at the top for a hollow thicker spacer to push against with the puller...hard to explain how I would approach such without hands on and being able to try different things. I have some fairly small three jaw pullers that should fit on there. I think even my one larger Proto t bar with the flat jaws would work as well but is a lot more bulky, but with it I can clamp the jaws together so they don't slip off. One of them small three or two jaw pullers may want to slip off, especially if that hub is brass, makes it a bit soft. I tried to find your water pump, nothing comes up with the Cummins part number you gave...not sure whats up with that. But I did look at a few different rebuild kits, and they all include the impeller, so if you destry to impeller, well it needed to be replaced anyway. Like Beer said, perhaps one of them powersteering pullers might work, I always use one of my other ones for that application, always more than one way to skin a cat. Speaking of which, if you lose the impeller, can you install a bearing splitter into the groove and then use to get hold of with a regular puller? So if you simply filled the hole in with spacers of some sort and top of the stack with something suitable to have the puller screw push against, can't see why it would come off. Also, don't heat it if its brass. My biggest concern is if its loctited. I have seen in some applications where the impeller or drive hub ect is. It would mention this in the manuals. Oh and yea, figured out where my books are, my brother still has them lol, got my cdrom too lol. He's more into the newer stuff and relies on me for guidance and technology on the older ones. Gotta be as simple way of doing this, forgive me for thinking that, I do realize I most likely have a much larger selection of tools to play with. But even if you gotta buy a small two or three jaw puller, even a better quality one wouldn't be much at all, and most well equipped shops would have a selection like I do.
